So I believe that all fans they've put in this unit have a locked rotor indicator. After looking at some datasheet, it seems that at least one of the fans has a locked rotor indicator instead of a tacho, which goes high when the rotor is locked. They are all low, not like I was expecting 50% duty cycle from a tacho feedback.
